Aprueba Comisión dictamen para regular uso de drones

 

• Such unmanned aircraft can be used to commit illicit activities, senators say in the opinion  

 

 

The Public Safety Commission, chaired by Senator Jesús Lucía Trasviña Waldenrath, approved an opinion that seeks to regulate the use of drones, in order to ensure that their use does not represent any risk to the population.

 

In the document, the senators warn that these unmanned aircraft can be used to commit illicit activities, which range from the invasion of privacy, to the commission of attacks against the civilian population.

 

Due to this situation, they considered that regulations should be established so that those drones whose characteristics may represent a risk, can only be considered for tasks of prevention, investigation and prosecution of crimes; and on the other, those that can be used by the civilian population in tasks of multimedia creation, recreational use and entertainment.

 

The amendments to the Civil Aviation Law and the Law establish that the technical and operational characteristics of State aircraft intended to fly without a pilot on board will be classified by the National Council for Surveillance and Protection of Airspace, for tasks of prevention, investigation and prosecution of crimes.

 

In addition, it is proposed that, in coordination with the Secretariat of Infrastructure, Communications and Transport, guidelines for the regulation and operation of unmanned aircraft intended for tasks of prevention, investigation and prosecution of crimes be developed.

 

The senators considered that drones are very useful for police, private security, military and emergency personnel, since it allows them to act more effectively and safely; However, being dual-use technologies, they also represent a risk or threat, as they are increasingly used by criminal organizations.

 

They stressed that it should not go unnoticed that unmanned aerial vehicles are for sale in virtual portals, which has allowed a market to develop and, therefore, the creation of many models with different characteristics and functions.

 

For this reason, they pointed out, it is necessary to update the regulations on public security, to guarantee the tranquility of a dynamic and changing society, in the face of the technological and modern environment.
